1. For groundwater, represents where a facility should monitor groundwater quality and/or achieve specified levels of groundwater quality to achieve facility-specific cleanup goals.
2. For purposes of RCRA TSDF ground water monitoring, the vertical point where a TSDF owner and operator must monitor the uppermost aquifer to determine if the leak exceeds the ground water protection standard.
