  "definition": "Program created to encourage polluting entities to go beyond what is mandated by existing regulation. In some cases, opting into these programs involve longer compliance deadlines with more stringent limitations. In other cases, the same deadlines may apply, but site-specific alternative technologies may be used to achieve equivalent or more stringent limitations with the approval of the Director in a National Pollutant Discharge Elimination System (NPDES) authorized state. Several ELGs have voluntary incentives program (VIP) limitations including Concentrated Animal Feeding Operations (40 CFR part 412), Steam Electric Power Generating (40 CFR part 423), and Pulp, Paper, and Paperboard (40 CFR part 430) categories.",
