Maximum seek time

The longest time required for the read/write head of a disk drive to move from its innermost track to its outermost track, or vice versa. This metric indicates the worst-case mechanical latency for accessing data on a hard disk drive. It is typically measured in milliseconds and is a factor in overall disk performance.
