A Non-Vessel Owning Common Carrier, an ocean carrier that transports goods under its own House Bill of Lading without operating the ocean vessels itself. An NVOCC leases space from a vessel-owning carrier and resells it to shippers, acting as a consolidator for less-than-container-load (LCL) cargo or handling full container loads (FCL). This entity is regulated by the Federal Maritime Commission in the United States and must file its tariffs.
