A freight railroad whose annual operating revenue falls below the Surface Transportation Board's Class II floor, which was set at $40.4 million in 2019 dollars and is indexed annually for inflation, reaching about $46.3 million for 2022. Most are short line or switching and terminal railroads that provide local service and often feed traffic to larger Class I or Class II carriers.
