Noncertified act of terrorism

An act of terrorism that does not meet the specific criteria established by the Terrorism Risk Insurance Act (TRIA) for federal certification. While a certified act triggers federal backstop for insurers, a noncertified act does not. Coverage for noncertified acts depends entirely on the specific terms and exclusions of the individual insurance policy, often requiring a separate terrorism endorsement.
