Certified act of terrorism

An act of terrorism that meets specific criteria established by the Terrorism Risk Insurance Act (TRIA) and is certified by the Secretary of the Treasury, in concurrence with the Secretary of Homeland Security and the Attorney General. For an event to be certified, it must meet thresholds for property and casualty losses. Insurance coverage for certified acts of terrorism is subject to federal backstop provisions.
