Primary payer

The insurance plan or entity that has the first responsibility to pay for healthcare services when an individual has multiple insurance coverages. Rules for determining the primary payer are established by state and federal laws, such as the Medicare Secondary Payer rules. The primary payer processes the claim first, and any remaining balance may then be submitted to a secondary payer.
