Substitute notice

An alternative way of telling people about a data breach when direct written or electronic notice is impractical, such as when the cost would be very high, the number of people affected is very large or contact details are missing. It usually consists of a conspicuous notice on the organization's website plus notice to major statewide media. California's breach statute sets the thresholds at a notice cost above $250,000 or more than 500,000 affected people.
