General plan

A long-range policy document adopted by local governments, typically at the city or county level, that guides future development and land use within its jurisdiction. This plan addresses elements such as housing, transportation, open space, and conservation, setting forth goals and policies for growth. In California, state law mandates that every city and county adopt and maintain a general plan.
