Pyrotechnic flare

A device that produces a bright light, smoke, or heat through a self-sustaining exothermic chemical reaction, often used for signaling or illumination. In meteorology, flares are sometimes deployed from aircraft or rockets to seed clouds with hygroscopic or ice-nucleating particles in an attempt to modify precipitation. They can also be used for atmospheric tracer studies.
