The specialized service company, and its personnel, contracted to perform cementing operations on a well. The cementer is responsible for designing the slurry, mixing it on location with high-pressure pumps and mixing units, and pumping it down the casing and into the annulus. This role is distinct from the drilling contractor, who is responsible for the rig and the drilling process itself.
