1. A solution or liquid whose chemical makeup neutralizes acids or bases without a great change in pH.
2. A substance such as soil, bedrock, or water capable of neutralizing either acids or bases.
3. A solution or liquid whose chemical makeup is such that it minimizes changes in pH when acids or bases are added to it.
