Rural Area

1. Territory, population and housing units not classified as urban. "Rural" classification cuts across other hierarchies and can be in metropolitan or non-metropolitan areas.
2. Consistent with the definition EPA used in the analyses to support the Integrated Urban Air Toxics Strategy, a county is considered "rural" if it does not contain a metropolitan statistical area with a population greater than 250,000 and the U.S. Census Bureau does not designate more than 50 percent of the population as "urban." Note that this definition does not necessarily apply for any regulatory or implementation purpose.
3. A county is considered "rural" if it does not contain a metropolitan statistical area with a population greater than 250,000 and the U.S. Census Bureau designates 50 percent or less of the population as "urban."
