1. Low population density, <390 people per square kilometer [Original source: adopted from Humbert et. al, 2011, pg. 4811].
2. A county is considered "rural" if it does not contain a metropolitan statistical area with a population greater than 250,000 and the U.S. Census Bureau designates 50 percent or less of the population as "urban."
