1. High population density, >390 people per square kilometer [Original source: Humbert et. al, 2011, pg. 4811].
2. A county is considered "urban" if it either includes a metropolitan statistical area with a population greater than 250,000 or the U.S. Census Bureau designates more than 50 percent of the population as "urban."
