Vulnerable Population

1. Groups of people particularly impacted, may include children, people with disabilities, people who are chronically ill, the elderly, environmental justice populations or people living in an area prone to impacts such as flooding.

2. Groups of persons whose range of options is severely limited, who are frequently subjected to coercion in their decision making, or who may be compromised in their ability to give informed consent.

3. People who cannot comfortably or safely access and use the standard resources offered in disaster preparedness, relief and recovery. They may include people with sensory impairments (blind, deaf, hard-of-hearing); cognitive disorders; mobility limitations; limited English comprehension or non-English speaking; as well as people who are geographically or culturally isolated, medically or chemically dependent, or homeless.
