Local Exchange Carrier: A telephone company that provides local telephone services within a specific geographic area. LECs are responsible for connecting subscribers to the public switched telephone network and providing local calling capabilities. They can be either incumbent (ILEC) or competitive (CLEC), depending on their historical market position.
