To feed a line or chain out by hand or with mechanical assistance, allowing it to run freely or under controlled tension. Paying out a line is a fundamental seamanship task performed when anchoring, mooring, or towing to increase the length of rope extended from the vessel. The opposite action is to haul or heave in the line, which shortens its extended length.
