SERA

The Single European Railway Area, a European Union policy aimed at creating a single market for rail services across member states. It covers open access for operators, common safety and interoperability rules, and the separation of infrastructure management from train operation. It is set out in the EU's railway packages and the recast Directive 2012/34/EU.
