Sidewalk superintendent

An onlooker who watches a construction site from the street, often offering unsolicited advice or commentary to the workers. The term humorously describes any bystander who observes work in progress with an air of expertise, regardless of their actual knowledge of the trade. Many large construction projects install viewing windows in their perimeter fences specifically for these observers.
