A property whose expansion, redevelopment or reuse is complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant, such as a former factory, gas station or landfill. Redevelopers buy pollution legal liability or cleanup cost cap insurance to cover contamination found during or after a project. The federal definition comes from the 2002 Brownfields Revitalization Act, which gives owners who meet its conditions some protection from federal cleanup liability.
