A commercial insurance buyer that meets statutory size and sophistication tests, typically buying through a full-time risk manager or qualified consultant, paying a minimum annual premium, and employing a minimum number of full-time staff. Many states give such buyers relief from certain rate, form, and surplus lines rules. A common statutory test is aggregate premiums of at least 25,000 dollars and at least 25 full-time employees.
