Lowest achievable emission rate

The most stringent emission limitation for a specific pollutant that is contained in the implementation plan of any state or has been achieved in practice by a similar source category. This standard is determined on a case-by-case basis and is a key requirement under the U.S. Clean Air Act's New Source Review program for major new or modified stationary sources located in nonattainment areas. It represents the maximum degree of emission reduction that is considered technologically and economically feasible.
