Costs incurred by an insurer in the process of evaluating, selecting, and pricing risks, as well as issuing and servicing policies. These expenses include salaries for underwriters, administrative costs, commissions paid to agents and brokers, and marketing expenditures. They are distinct from claims payments and investment expenses, and are a key component in calculating an insurer's combined ratio.
