Formal rulemaking

A process used by administrative agencies to create new regulations, characterized by a trial-like hearing where interested parties present evidence and arguments on the proposed rule. This method is more elaborate than informal rulemaking and is required when a statute mandates that rules be made 'on the record after opportunity for an agency hearing.' It is governed by sections 556 and 557 of the Administrative Procedure Act.
