Informal rulemaking

A process used by administrative agencies to create new regulations, characterized by public notice and an opportunity for public comment, but without formal trial-like hearings. This method, also known as 'notice and comment rulemaking,' is the most common procedure for federal agencies to issue rules. It is governed by Section 553 of the Administrative Procedure Act (APA).
