A legal phrase used in pleadings and affidavits to indicate that the person making the statement believes it to be true, even if they do not have direct, personal knowledge of the facts. This phrase allows a party to assert facts that they have learned from others or from documents, rather than from their own observation. It is a common way to satisfy pleading requirements when direct knowledge is unavailable.
