Spot zoning

The practice of granting a zoning amendment that applies to a single parcel or a small area of land, creating a use classification inconsistent with the surrounding district. This action is considered illegal if it is arbitrary, not in accordance with the city's master plan, and primarily benefits the private landowner rather than the public welfare. Courts will invalidate spot zoning that lacks a reasonable basis or justification.
