An accumulation of spongy, white ice lumps, a few centimeters across, that form in water with a high concentration of frazil ice. These lumps are soft and easily broken, often appearing as a thick, porridge-like layer on the water surface. Shuga is an early stage of sea ice formation, preceding the development of more consolidated ice types.
