Frank Effect Level

1. A level of exposure or dose that produces irreversible, adverse effects at a statistically or biologically significant increase in frequency or severity between those exposed and those not exposed.
2. A level of exposure or dose which produces irreversible, adverse effects at a statistically or biologically significant increase in frequency or severity between those exposed and those not exposed.
3. Exposure level which produces unmistakable adverse effects, such as irreversible functional impairment or mortality, at a statistically or biologically significant increase in frequency or severity between an exposed population and its appropriate control.
