1. The owner or operator of any facility or activity subject to the UIC regulations.

2. Meaning given in 33 U.S.C. 1901.

3. Any person in control of, or having responsibility for, the daily operation of a facility at which a containment structure is located.

4. Includes facility owners and operators.

5. Person(s) responsible for the overall operation of a facility or part of a facility.

6. Person responsible for the overall operation of a facility.

7. Person who operates, controls, or supervises a CAIR SO2 unit or a CAIR SO2 source and shall include, but not be limited to, any holding company, utility system, or plant manager of such a unit or source.

8. Transit authority, state, city department, or private or public entity controlling the use of one or more urban buses.

9. Person or persons organizing a nongovernmental expedition to or within Antarctica.

10. Person who operates, controls, or supervises a CAIR NOX unit or a CAIR NOX source and shall include, but not be limited to, any holding company, utility system, or plant manager of such a unit or source.

11. Person who operates, controls, or supervises a CAIR NOX Ozone Season unit or a CAIR NOX Ozone Season source and shall include, but not be limited to, any holding company, utility system, or plant manager of such a unit or source.

12. Person who operates, controls, or supervises a NOX Budget unit, a NOX Budget source, or unit for which an application for a NOX Budget opt-in permit under §96.83 is submitted and not denied or withdrawn and shall include, but not be limited to, any holding company, utility system, or plant manager of such a unit or source.

13. Person who operates or supervises a facility, excluding a person whose sole responsibility is to ensure reliability, balance load or otherwise address electricity flow.
