Lower Anchors and Tethers for Children: A standardized system in vehicles designed to simplify the installation of child safety seats without using the vehicle's seat belts. It consists of lower anchors located in the seat bight and a top tether anchor behind the seat. This system is mandated in new vehicles in the United States since 2002.
