Buffer layer

An intermediate layer of insurance coverage placed between the primary layer and an excess layer, or between two excess layers. This layer absorbs losses after the primary policy limits are exhausted but before the higher excess layers attach. It is often used to fill gaps or increase overall coverage limits in complex insurance programs.
