The primary insurance policies that sit beneath an excess or umbrella liability policy. These policies provide the first layer of coverage for specific risks, such as general liability, automobile liability, or employers' liability. An excess policy only begins to pay once the limits of the underlyers have been exhausted by a covered loss.
