A document or digital file that provides the base rates, rating rules, and classification codes used by an insurer to calculate premiums for a specific line of insurance. It contains all the factors and adjustments an underwriter applies to determine the final price of a policy, such as territory, construction type, or driver history. State insurance departments must approve the rate manuals for regulated lines of business before they can be implemented.
