Unauthorized insurer

An insurance company that is not licensed or admitted to transact insurance business in a particular state or jurisdiction. Such insurers are not subject to the regulatory oversight and consumer protection laws of that state. Policies from unauthorized insurers are typically purchased through the surplus lines market by brokers with special licenses.
