Nonadmitted insurer

An insurance company that is not licensed or authorized to transact insurance business in a particular state or jurisdiction. These insurers operate in the surplus lines market, providing coverage for unique or high-risk exposures that admitted carriers decline. Policyholders typically do not have access to state guaranty funds if a nonadmitted insurer becomes insolvent.
