Customary international law

A body of international law derived from the consistent and widespread practice of states that they follow from a sense of legal obligation, known as opinio juris. Unlike treaties, which bind only the signatory states, customary law is binding on all states, unless a state has persistently objected to a rule as it was developing. Evidence of state practice includes diplomatic correspondence, national legislation, and the decisions of international and national courts.
