Deemed export license

A regulatory authorization required when controlled technology or technical data is released to a foreign national within the United States. This release is considered an 'export' to the foreign national's home country, even though no physical item leaves the U.S. The Bureau of Industry and Security (BIS) issues these licenses under export control regulations.
