Inchoate offense

A criminal offense that is incomplete or preparatory to another, more serious crime. These offenses, such as attempt, conspiracy, and solicitation, involve steps taken toward committing a crime but do not require the completion of the intended act. They are punishable because they demonstrate criminal intent and pose a societal danger.
