The body of documents and records produced during the process of a bill's enactment into law. This material includes committee reports, transcripts of hearings, floor debates, and proposed amendments, which courts consult to interpret a statute's meaning or purpose when the statutory language is ambiguous. The process of using these materials to understand a law's intended effect is a method of statutory interpretation known as the historical-purposive approach.
