A public official commissioned by a state government to serve as an impartial witness in the signing of documents and to administer oaths. The primary function is to deter fraud by verifying the identity of the signers, confirming their willingness to sign, and attesting that they are aware of the document's contents. A notary's official seal and signature on a document constitute a notarization, which is a prerequisite for the legal validity of many legal instruments, such as deeds and affidavits.
