Copyrighted works for which the copyright owner cannot be identified or located. Users who wish to make use of such works face a risk of infringement because they cannot obtain permission from the rights holder. Legislative proposals have sought to address the legal uncertainties surrounding the use of these works, often suggesting limitations on remedies for infringement if a diligent search for the owner was conducted.
