Revenue ruling

An official interpretation by the Internal Revenue Service (IRS) of how the tax law applies to a specific set of facts. These rulings are published to provide guidance to taxpayers and IRS personnel on the proper application of tax statutes and regulations. They are binding on the IRS but do not have the same legal force as Treasury Regulations.
