ATR certificate

A customs document used in trade between European Union member states and Turkey, formally known as an A.TR Movement Certificate. It entitles goods that are in free circulation within either customs territory to be imported at a preferential or zero-rate of duty. The certificate applies to most industrial products but excludes most agricultural goods and all coal and steel products, which are covered by separate agreements.
