Fully developed sea

A state of ocean waves where the waves have reached their maximum possible height and length for a given wind speed, fetch, and duration. At this point, the rate of energy transfer from the wind to the waves is balanced by energy dissipation through wave breaking and other processes. The wave characteristics in a fully developed sea are statistically stable.
