VFR terminal minimums

The specific weather conditions required for an aircraft to operate under Visual Flight Rules (VFR) within the airspace surrounding an airport. For an airport to be considered VFR, the weather must meet or exceed a ceiling of 1,000 feet above ground level and a ground visibility of 3 statute miles. If conditions fall below these thresholds, the airport is operating under Instrument Flight Rules (IFR).
