Flounce

A strip of fabric gathered or pleated and then attached to a garment or home furnishing item, extending outward from the seam. It creates a decorative, ruffled edge that adds volume and movement. Flounces differ from ruffles in that they are cut on a curve and sewn flat, rather than gathered along a straight edge.
