LIR

An organization that has been allocated a block of IP addresses by a Regional Internet Registry (RIR) and primarily assigns or sub-allocates address space to its own customers. A Local Internet Registry is typically an Internet Service Provider (ISP), an enterprise, or an academic institution that manages the distribution and registration of IP addresses for its network users. LIRs are responsible for justifying their need for address space to the RIR and for maintaining accurate registration data in the RIR's public database.
